I've been told that Rumplemintz was the highest proof that a bar could serve. Is this true? or does it vary by state or something, anyone know?

Might be something local, but sounds more like an urban legend. I know lots of the better bars around Denver carry 151.
Rumplemints is awesome though.

Four Horsemen has rumplemintz in it...
Jager 3/4 oz.
Vodka 1 oz.
Rumplemintz 3/4 oz.
151 3/4 oz.
I know some people have different recipes but that's the way I've always known it.

Rumple Minze is definitely one of my favorite liquors.
I have tried mixing it as half Rumple Minze and half Bailey's with some ice. I thought that was a good drink.
